Current U.S. Student

United States citizens who are currently enrolled in undergraduate or graduate degree programs are eligible to apply. All applicants enrolled in U.S institutions must apply through their home campuses. Find the Fulbright Program Adviser on your campus.

If you are an undergraduate student, you are eligible to apply in the fall of your senior year.  If you are a graduate student, you are eligible as long as you will not have a PhD degree by the application deadline.

U.S. Citizen but not a Student

If you are a U.S. citizen, will hold a bachelor’s degree by the award start date, and do not have a PhD degree, then you are eligible to apply. Non-enrolled applicant should have relatively limited professional experience in the fields (typically 7 years or less) in which they are applying. Candidates with more experience should consider applying for the Fulbright Scholar Program.

The Getting Started page will provide information on eligibility and next steps.

Artist

The Fulbright U.S. Student Program welcomes applications in the creative and performing arts. Arts candidates for the U.S. Student Program should have relatively limited professional experience in the fields (typically 7 years or less) in which they are applying. Artists with more experience should consider applying for the Fulbright Scholar Program.

Creative & Performing Arts projects fall under the Study/Research grant category and are available in all countries where Study/Research grants are offered.

FPA

Non U.S. Citizens

If you are a non-U.S. citizen interested in applying for a Fulbright Award to the United States, you will need to apply through the Fulbright Commission or U.S. Embassy in your home country. Find out more information on the Fulbright Visiting Scholar or Student Program.

The Fulbright-Schuman Program, administered by the Commission for Educational Exchange between the United States of America, Belgium and Luxembourg, is jointly financed by the U.S. State Department and the Directorate-General for Education and Culture of the European Commission. The latter funds projects exclusively dealing with U.S.-EU relations, EU institutions, and EU policy. Awards are available to American students and professionals, including professionals in training – decision-makers, policy-makers, individuals in industry, the media, politics, academia, and public administration – who wish to study, research, or lecture on a topic relevant to U.S.-EU relations, EU policy, or EU institutions.

Grants for research topics are awarded to U.S. students and young professionals at all degree levels and in all fields of study. Preference will be given to applicants with two years of relevant professional or academic experience beyond the Bachelor’s degree who plan to carry out their project in at least two EU member states.

\n

Although applications are accepted in all fields of study, relevance to U.S.-EU relations, EU policy, or EU institutions is crucial. Project proposals should focus on observing comparative perspectives on issues of common concern (either U.S.-EU or with reference to EU policy). Proposals may address topics such as internal and external security, peace-keeping, the EU and NATO, justice and home affairs, finance, trade, human rights, agricultural and environmental policies, energy, asylum, human trafficking, development, and EU enlargement. This list of topics is indicative, not exhaustive.

\n

Areas of study must relate to European Union competencies and not merely \"Europe\" or the countries of Europe. Proposals that focus on only one or two European countries and do not demonstrate a “European added value” will not be considered. In 2022-23, preference may be given to candidates who propose projects based at least partially in Eastern or Central Europe.

\n

For all awards, the Commission seeks applicants who:

\n
    \n
  • Demonstrate professional and academic excellence;
  • \n
  • Outline a strong rationale and methodology for pursuing their project in Europe and specifically in the proposed EU Member States;
  • \n
  • Possess qualities of a cultural ambassador and show genuine interest in promoting mutual understanding as a Fulbright grantee; and
  • \n
  • Indicate how they will benefit U.S.-EU relations during and after their grant period.

The ability to affiliate with multiple host institutions and divide up the grant among multiple EU Member States often draws candidates to the Fulbright-Schuman Program. However, the decision to spend time in multiple countries comes with additional logistical challenges that candidates are expected to consider.

\n

Selection Committee Preference: Although preference has traditionally been given to applicants who plan to carry out their project in at least two EU member states, project proposals including only one city or university program with significant ties to European Union institutions and studies will be considered. Candidates may wish to consider identifying a primary host institution and country, and organizing additional brief trips for grant-related research.

\n

Visa Considerations: Please note that a visa will be needed for stays of more than 90 days in an EU Member State. Candidates should take this into consideration when planning the duration of stay, as they may need multiple visas for projects carried out in more than one EU Member State.

\n

Relocation Costs: Applicants applying for multiple host countries should be prepared for the logistical challenges associated with moving. Grantees who must move between member states will not receive additional funding for the cost of their travel within the European Union.

The Fulbright-Schuman Antall József Brussels Award will provide a grant for research based at the Brussels office of the Antall József Knowledge Centre. The Brussels Office of Antall József Knowledge Centre represents the political, economic, and cultural philosophy of József Antall, Hungary’s first democratically-elected Prime Minister after the fall of Communism and an advocate for Hungary's ascension to both the European Union and NATO. The aim of the Brussels Office is to preserve this pro-European and pro-Transatlantic legacy, as well as his belief in participatory democracy and freedom, while also emphasizing the importance of learning the lessons of history and promoting future progress. The Fulbright-Schuman Antall József fellow will undertake a large-scale research project that is congruent with the Centre’s fields of interest but also features a perspective unique to the fellow due to their academic background. The fellow will also have opportunities to take part in the daily activities of the Centre’s Brussels Office. S/he will develop one or more policy papers, which will analyze through theory, practice, and multidisciplinary perspectives an international issue relevant to the European Union, with an additional preferred focus on the Central European region. S/he may choose to focus on foreign policy, security and defense policy, or another field of international relations connected to European Affairs and/or Visegrad countries’ policies.
