Current U.S. Student

United States citizens who are currently enrolled in undergraduate or graduate degree programs are eligible to apply. All applicants enrolled in U.S institutions must apply through their home campuses. Find the Fulbright Program Adviser on your campus.

If you are an undergraduate student, you are eligible to apply in the fall of your senior year.  If you are a graduate student, you are eligible as long as you will not have a PhD degree by the application deadline.

U.S. Citizen but not a Student

If you are a U.S. citizen, will hold a bachelor’s degree by the award start date, and do not have a PhD degree, then you are eligible to apply. Non-enrolled applicant should have relatively limited professional experience in the fields (typically 7 years or less) in which they are applying. Candidates with more experience should consider applying for the Fulbright Scholar Program.

Artist

The Fulbright U.S. Student Program welcomes applications in the creative and performing arts. Arts candidates for the U.S. Student Program should have relatively limited professional experience in the fields (typically 7 years or less) in which they are applying. Artists with more experience should consider applying for the Fulbright Scholar Program.

Creative & Performing Arts projects fall under the Study/Research grant category and are available in all countries where Study/Research grants are offered.

If you are a U.S. citizen and a professor or administrator at a U.S. institution and are interested in applying for a Fulbright Scholar Award, you will need to apply through CIES.

Additional Information: Khmer language proficiency is not a requirement in the candidate selection process. Applicants without Khmer language skills should include plans for language study in their Fulbright projects and should plan to study Khmer concurrent with their research after arriving in Cambodia.

It is strongly recommended that applicants identify appropriate host institutions for their projects and that they include affiliation letters with their Fulbright applications. Grantees are reminded to observe all security, safety, and health practices appropriate for Southeast Asia, including malaria prevention.  As in all developing countries, the candidates should not expect sophisticated equipment or apartments with American standards of comfort.  Living conditions outside of urban areas tend to be harsh and without plumbing and electricity.  Housing availability can be limited, although the situation in Phnom Penh, Siem Riep, and Battambong has improved in recent years.  Use of libraries can be hampered by short hours, closed stacks, and limited circulation, although the Embassy can help to facilitate after-hours research, when needed.

The Fulbright English Teaching Assistant (ETA) Program places Fulbrighters in classrooms abroad to provide assistance to the local English teachers. ETAs help teach English language while serving as cultural ambassadors for the United States.

Prior teaching experience is not required but helpful.  It’s important to note that ETAs are not full‐fledged professors, the program is a professional development opportunity for them to advance their teaching skills and have a positive experience in the host country.  There will be additional responsibilities of teaching in the U.S. Embassy American Center and the U.S. funded English Access Microscholarship Program.

While ETAs are supported by the U.S. Embassy in Phnom Penh, they are expected to problem-solve and operate independently to the extent that they can. ETAs are also expected to be cultural ambassadors and promote mutual understanding between people of the United States and Cambodia. ETAs must be willing to learn and respect new cultures and are expected to demonstrate high levels of professionalism.

No research or independent study is required. English Teaching Assistantships are not study/research awards and teaching takes most of the grantees' time. PAS at the U.S. Embassy in Cambodia will also assist with housing arrangements. Housing situations will vary from one location to another, but will meet the basic needs. Air-conditioning and fridges may be available. In most places, there are no modern grocery stores, gym, or modern medical facilities. Driving motorbike in Cambodia is extremely dangerous and therefore not recommended.

The Public Affairs Section (PAS) of the U.S. Embassy Phnom Penh will arrange placement of ETAs at public secondary schools. Host institutions will have basic facilities such as chalkboard/whiteboard, tables/chairs, and may not have air-conditioning, fans or electricity.

ETAs will be placed in Phnom Penh or Siem Reap.  Although the official language is Khmer, the Cambodian youth are thirsty for knowledge and see English as the language of opportunity for success in higher education and future employment.  The Cambodians are friendly and welcoming and eager to share their traditions, culture and food with visitors.  With 75% of the population below the age of 35, there will be many opportunities to exchange ideas on environmental issues, human rights, and gender equality.
