INSTRUCTIONS FOR COMPLETING AND FILING THE U.S. STUDENT APPLICATION

Please review this page before going to the Online Application site.

Your application represents you, so be sure that it is complete and accurate and that the essays and supplementary materials represent your own work. It is not acceptable to misrepresent one's accomplishments, to borrow from the works of others without proper acknowledgment, or to submit as one's own material that has been written, re-written or heavily edited by others. Breaches of these protocols may result in rejection of the application.

YOU MUST SUBMIT THE COMPLETED APPLICATION BOTH ELECTRONICALLY AND IN HARD COPY. If you do not submit your complete application both electronically and in hard copy, it will not be considered complete and will not be reviewed. Only applicants who received permission from the U.S. Student Programs Director at IIE may submit a hard copy-only application form.

The U.S. Student Fulbright Program utilizes the Embark Online Application. Details on this process and links to the Embark website are found in the APPLY NOW section.

The following information will help you complete the forms in the application. Note that not all candidates will need to complete all forms. Please read the guidelines below to determine which forms and other documentation you will need to submit.

GENERAL INSTRUCTIONS

A complete hard-copy (i.e., printed paper) application consists of all the following relevant materials:

When and Where Do I Send the Application

At-Large applicants are responsible for gathering hard copies of all application pieces and for submitting them in one packet with the PDF version of their application to IIE by the application deadline. Letters of Reference, the Foreign Language Evaluation, and Transcripts must all be in sealed envelopes.

IIE can not confirm receipt of application materials. If you wish verification of the receipt of materials, you should send them to IIE via registered mail or other receipt requested service.

Enrolled applicants should contact their home campus Fulbright Program Adviser for information on application deadlines and materials submission.

ALL APPLICATION PIECES MUST BE SUBMITTED IN A SINGLE PACKAGE.

Please note the following features of the Online Application:

  1. The application has been programmed for typeface and font size. You cannot alter these formats.
  2. The HTML format will not mirror the final hard copy version of the application, which is in PDF format. The PDF version, which you must print out once your have completed your application, is the only acceptable hard copy used for review.
  3. You do not need to complete the application in one sitting. The system will allow you to enter, re-enter and revise all sections of your application before it is submitted. Remember to periodically save any data you have entered.
  4. There are several required fields. The Application Inspector will prompt you to make sure that you have completed all the required fields.
  5. In several instances the required fields have drop-down tables. These MUST be used, e. g., country of application, field of study, etc. You must select data from these tables. You cannot enter optional information in these fields.
  6. You can Preview and print the PDF version of each page as you proceed through the data entry sections.

 



GENERAL INSTRUCTIONS FOR FOREIGN LANGUAGE EVALUATION

Language Report Forms (Forms 7, 7A and 8 in printed version): Applicants for English-speaking countries may ignore these forms, unless a project requires a reading knowledge of Latin, Greek or other language, which must also be certified. It is required for all others. Be sure to check language requirements for the country to which you are applying in the Participating Country Summaries section of the website.

There are three forms related to reporting your language skills. In the online application, your responses to Preliminary Questions 3 and 4 will give you assess to the forms you need. Please read and follow the instructions provided in the section on the Foreign Language Evaluation.

Form 7: Language Background Information (PDF sample only): To be completed in the online application by applicant. Asks questions about your language skills and how you have learned the language

Form 7A: Critical Language Enhancement Award Supplementary (PDF sample only): To be completed in the online application by Critical Language Enhancement Award applicants only. Click here for further information on this Award.

Form 8: Foreign Language Evaluation (PDF sample only): To be completed in an electronic form by a professional language teacher. To provide your language evaluator with the electronic form, you must register the language evaluator electronically as part of the online application. This will give them the opportunity to complete the form online and have it submitted with your electronic application. In some cases the evaluator will need to interview you to assess your language skills.



Remember the evaluator must print out a completed copy of the Evaluation, sign it, and put it in a sealed envelope so that you can submit it with your application.

GENERAL INSTRUCTIONS FOR REFERENCES

Form 9A: Reference Cover Sheet for Research/Study Grants (PDF sample only) Three references are required. For graduate students, it is recommended that all be from professors in the applicant’s major field. Graduating seniors will not be expected to have all their references from professors in their major field, but can have a mix of faculty who know them well. If an applicant has attended more than one academic institution, references may be included from professors at the prior institutions.

Form 9B: Reference for ETA Grants (PDF sample only) Three ETA references are required. Be advised that these are fill-in forms and not narrative letters of reference. Forms should be completed by those who know the candidate well and may include academic instructors, academic advisers, or supervisors in teaching practica or tutoring situations.

Applicants will register referees electronically as part of the Fulbright Online Application, to give them the opportunity to complete the form online. When you register the referee, you will be instructed to indicated type of grant, Research / Study or ETA, for which you are applying.

Remember, referees must print out a completed copy of the Reference cover sheet and letter, sign it, and put it in a sealed envelope so that you can submit it with your application.

GENERAL INSTRUCTIONS FOR CREATIVE AND PERFORMING ARTS SUPPLEMENTARY MATERIALS FORM

Form 11: Creative And Performing Arts Supplementary Materials Form

Applications in the creative and performing arts are reviewed by specialists in the field.

General fields for the arts include:

  • Music Instrument Training
  • Composition or Conducting
  • Visual arts
  • Filmmaking
  • Performing Arts
Architecture and Creative Writing are required to submit work samples. Applicants in Ethnomusicology may submit supplementary work samples.

Supplementary materials will not be accepted from applicants in any other fields.

TRANSCRIPTS

Click here for Transcript labels (PDF). Transcript labels should be attached to each transcript or transcript envelope. The Fulbright Program requires transcripts from each post-high school academic institution attended by the applicant. However, if courses, grades, and credits from transfer institutions appear on the transcript of the applicant’s degree institution, then it is not necessary to submit a separate transcript from the transfer institution. In addition, with the exception of language study, transcripts or records from institutions which did not award academic credit need not be submitted. Only one official transcript is required from each institution.

Applications submitted to IIE become the property of IIE. Your application and the accompanying materials will not be returned to you, nor will they be copied or sent elsewhere on your behalf. It is strongly recommended that you keep copies for your records. Applications of unsuccessful applicants will be destroyed by April 1.


PRIVACY STATEMENT

Under the Privacy Act of 1974 (Public Law 93-579), any individual who is requested by or on behalf of a federal agency to provide information about himself or herself must be informed of the authority, purpose, and uses to which the information provided is intended to be used. In conformity with this legislation, applicants for grants under the Fulbright-Hays Act are informed that:

a) The solicitation of the information requested in the forms for application for a grant is authorized under the Fulbright-Hays Act;

b) The information is intended to be used in screening and selecting grantees, and in the administration of the grants;

c) The information made available for the US Department of State may be released to other U.S. government agencies, the J. William Fulbright Foreign Scholarship Board, binational commissions, foreign host institutions, Congress, the news media, and relatives of the grantee trying to reach the individual for bona fide personal reasons;

d) Failure to provide the information requested could place an applicant at a disadvantage in the competition.
