Fulbright Self-Service Portal

Required Fulbright documents for the Institute of International Education (IIE) and address updates will be submitted through the Fulbright Self-Service Portal.

You will log in to the Fulbright Self-Service Portal with the email address that IIE has on file. When accessing the portal for the first time, click the “Forgot your password?” link and enter your email address. If you later change your email address, your log-in for the portal will also change to the new email address.

1. Uploading Required Documents
Fulbrighters submit pre-departure documents required by IIE through the Fulbright Self-Service Portal. Uploaded documents will be reviewed for accuracy. When saving documents to upload into the Self-Service Portal, please adhere to the Document Naming Protocol to ensure proper tracking of your submissions. If a document is incomplete or is not required for a particular grantee it will be rejected and the grantee will be notified.
2. Updating Mailing Address and Emergency Contact Information
The Fulbright U.S. Student Program requires a permanent mailing address, preferably in the U.S., that will be valid before and during the grant period. Mailing addresses will be updated via the Fulbright Self-Service Portal. Emergency Contact Information can also be updated here.
3. Entering Temporary Address
This is the Fulbrighter’s contact information in the host country. Once this contact information is known, address information should be updated in the Fulbright Self-Service Portal.
 

 


Updating Email Addresses

Changes in email addresses must be sent to the IIE Document Submission Contacts listed above. Please be sure to indicate that you are a U.S. Student grantee and your host country when submitting Email address changes.


Required Grant Documents

Step 1: Determine if there is a Fulbright commission in your host country.

Step 2: Follow the applicable instructions below and submit the required documents as instructed.
 

Required Documents for Commission Countries
The Commission will contact you directly with further information. Please take care to read all correspondence from the Commission and adhere to their requests for timely submission of information and documents.
1. Medical History and Examination Form

Successful completion of your Fulbright program depends on your physical and mental well-being. Therefore, medical clearance is a prerequisite for all Fulbright U.S. Students. It is important that the attached Medical History and Examination Form be completed as fully and accurately as possible. If your medical status changes prior to departure or at any time during your Fulbright program, you must notify IIE. Certain changes, especially prior to departure may require an updated Medical History and Examination Form.

The Medical Form must be completed and signed by a qualified licensed physician or nurse practitioner and reviewed by the U.S. State Department for medical clearance. Medical Forms and supporting documents must be submitted through the online transmittal system. The completed Medical History and Examination Form must be submitted within six weeks of receiving selection notification.
We urge you to make an appointment with your medical practitioner as soon as possible. Medical examinations must be conducted within one year prior to departure.

If you will be accompanied by dependents, we recommend that they have a complete medical examination prior to departure. You must also obtain appropriate health and accident insurance for any accompanying dependents, including emergency evacuation and repatriation benefits.

Please note that further consideration of your application will be contingent upon receipt of a complete Medical History and Examination Form. Selection for a Fulbright award is contingent on your receiving a satisfactory medical clearance.

Submission Instructions:

    1. Open and download the Medical History and Examination Form (PDF) and read the instructions on Page 1.
    2. Complete Parts I, II, and III. Your information must be typed directly into the PDF document. Questions on the Medical History and Examination Form should be directed to the individual listed in the Contact section at the top of page who is responsible for your host country. Questions can also be answered by phone: (212) 984-5525.
    3. Make sure that you have completed all of the required fields in Parts I, II, and III.
    4. Print out the Medical History and Examination Form and take the form to your physician so that she/he can evaluate your health and complete Parts V, VI, and VII.
    5. Please ensure that the physician/ nurse practitioner has signed the form in Part VII on page 8 and that she/he has included all requested contact information.
    6. Check to confirm that all required sections of the Medical History and Examination Form have been completed. Please note than any incomplete forms will be removed from the online system and the grantee will be required to re-submit a completed Medical History and Examination Form.
    7. Sign and date page 8 of the Medical History and Examination Form.
    8. Scan the Medical History and Examination Form and any additional documents as a single file. The file must be saved as a PDF or JPG file. Other file formats will not be accepted. Name your saved document using the following format: Primary Host Country-Last Name-First Name-MedForm (example: China-Jones-John-MedForm).
    9. Upload the completed Medical History and Examination Form via the Fulbright Self Service Portal for processing. Only grantees who did not submit a medical form to DecisionDesk prior to November 14th, 2017 should upload their forms to the Self-Service Portal.
       

Important Notes:

  • The Medical History and Examination Form must be uploaded as a single document. The document cannot be uploaded as individual pages.
  • The Medical History and Examination Form must not contain any pages not related to the medical report (medical tests and lab results are fine). Only pages 2-8 and related test results may be included in the file. Please do not upload Page 1, the instructions page, or any other unrelated pages.
  • All pages of the Medical History and Examination Form must be legible, including the writing by the physician and the contrast of the document pages (i.e., clean, light background).


After Submission:

  1. The medical clearance process typically takes 2-3 weeks. When your medical clearance has been approved IIE will send you a confirmation email.
  2. If there are any problems with the Medical History and Examination Form or if additional information is required by the State Department doctor, IIE will contact you.
  3. If you wish to view your Medical History and Examination Form after it has been submitted, you can access it via the Self Service Portal. For those grantees who submitted through DecisionDesk, please email your IIE Advisor to obtain a copy of the medical form if desired.

Submission Deadline: The Medical History and Examination Form is due within six weeks of the date that the Fulbright selection email was sent to you.

 

2. Fulbright Program Terms & Conditions Form

Fulbright Program Terms & Conditions Form (PDF)

Submission Instructions: Print, sign and upload the document into the Fulbright Self-Service Portal AND return a copy to the Fulbright Commission as instructed by your contact at the commission.

Submission Deadline: The Fulbright Program Terms & Conditions Form must be uploaded to the Self-Service Portal within two weeks of the date that the Fulbright selection email was sent to you. You will also email a signed copy to the Fulbright Commission in your host country once they contact you.

 

3. Proof of U.S. Citizenship

Submission Instructions: Scan and upload an image of the biographical pages of your U.S. Passport (containing your photo, name, signature, date of birth, place of birth, place of issue, etc.) into the Fulbright Self-Service Portal.

Submission Deadline: Proof of Citizenship is due within two weeks of the date that the Fulbright selection email was sent to you. If you do not have a U.S. Passport, then apply for one as soon as possible and complete this requirement immediately. A U.S. passport which has expired within the last five years will be accepted as proof of citizenship.

 

4. Grant Authorization Document

The Fulbright Commission in your host country will send you the Grant Authorization Document which stipulates the financial terms, dates, and affiliation details of your award. This is the document that you will sign and date in order to formally accept or decline the Fulbright Award offer.

Submission Instructions: Sign and date the document and indicate if you are accepting or declining the Fulbright Award offer. You must upload the document into the Fulbright Self-Service Portal AND return a copy to the Fulbright Commission as instructed by your contact at the commission.

Submission Deadline: The Fulbright Grant Authorization Document is due within two weeks of the date that the document was sent to you.

 

5. Bachelor’s Degree Verification (Graduating seniors only)
Candidates receiving their bachelor’s degrees after January 1, 2017 must submit a hard-copy final official transcript confirming receipt of the bachelor’s degree once the degree has been conferred. This is in addition to the official transcript submitted in February.

Submission Instructions: Hard-copy final official transcripts verifying conferral of the bachelor’s degree should be sent in sealed envelopes to:

IIE will accept an official electronic transcript if it is sent to IIE directly from the Registrar’s office. Official electronic transcripts can be sent to fusptranscripts@fulbrightmail.org.

Submission Deadline: As soon as the university Registrar’s Office can produce the hard-copy final official transcript noting conferral of the bachelor’s degree.

5. Additional Grant Documents
After the Grant Authorization Document & Financial Terms & Conditions form has been sent, the IIE Program Manager for your world region will send you a link to a page with the remaining grant documents required for your region before you can begin the award. These documents include the Grant Payment Deposit Information and Authorization Form, Host Country Contact and Affiliation Information Form, International Travel Form, and, for some countries, a printout of the confirmed flight itinerary.

Submission Instructions: Complete the documents as instructed and upload them into the Fulbright Self-Service Portal.

Submission Deadline: Please refer to the applicable regional page for information on submission deadlines for these documents.

 

6. Bachelor’s Degree Verification (Graduating seniors only)

Pre-Departure Orientations

All candidates accepting awards for the programs listed in the Pre-Departure Orientation Schedule are required to attend a pre-departure orientation.

Attendance at Pre-Departure Orientations is mandatory. Exemptions will only be considered for extenuating circumstances by the Bureau of Education and Cultural Affairs (ECA) of the U.S. Department of State. Information on filing an exemption will be made available to grantees invited to the Pre-Departure Orientations in early April.

I am a....

Current U.S. Student

United States citizens who are currently enrolled in undergraduate or graduate degree programs are eligible to apply.  All applicants enrolled in U.S institutions must apply through their home campuses.  Find the Fulbright Program Adviser on your campus.

If you are an undergraduate student you would be eligible to apply in your senior year.  If you are a graduate student you are eligible to apply to most countries as long as you will not have a PhD degree on the application deadline.

Non-U.S. Student

If you are a non-U.S. citizen looking to applying for a Fulbright grant to study in the United States you will apply to the Fulbright Program for Foreign Students in your home country.

U.S. Citizen but not a Student

If you are a U.S. citizen, hold a bachelor’s degree, and do not have a PhD degree then you could be eligible for certain awards within the Fulbright U.S. Student Program.  Please review the program summary for the country where you would like to apply.

Artist

The Fulbright U.S. Student Program welcomes applications in the creative and performing arts.  Arts candidates for the U.S. Student Program should have relatively limited professional experience in the fields (typically 5 years or less) in which they are applying.  Artists with more experience should consider applying for Fulbright Scholar Program.

Creative & Performing Arts projects fall under the Study/Research grant category and are available in all countries where Study/Research grants are offered.

If you are a U.S. citizen and a professor at a U.S. institution and are interested in applying for a Fulbright Scholar Award you will need to apply through CIES.

Non U.S. Professor
